Simsbury vital records include the interrogation mark. 1764 is obviously too late; if it were that date, he would have been the sixth son of Francis Sr., and it is unlikely that Francis Sr. would have named his sixth son after himself. Furthermore, the birth dates of Francis Jr.'s children are not consistent with a date of 1764 for Francis Jr. Genealogies given in The National Society of the Daughters of the American Revolution for Mrs. Tirzah Birge Rood and Mrs. Martha Birge Doerr, for example, list these women as descended from Francis Barnard (1740-1828), and note that he "commanded a company, 1775, in the eighteenth Connecticut regiment, around New York. He was born in Windsor; died in Bloomfield, N.Y. [sic]"; also, he "was captain of a company from Symsbury raised for the campaign around New York, 1775. He was born in Windsor; died in Bloomfield, Conn." Francis is listed as a head of household in Simsbury in the 1790 Federal Census.

Chloe Brown, possibly the Chloe baptized 4 Mar. 1759, daughter of Ezra Brown, who married Francis Barnard on 8 Oct. 1778, per Stiles, II, p. 120; Mills, per the DAR genealogies of Mrs. Tirzah Birge Rood and Mrs. Martha Birge Doerr; the latter specifically states "Chloe Mills, his 2nd wife". Cloe Brown (1766 - ), per Edward Stilson Barnard, which would give her marriage at an unrealistic 12 years of age! The confusion with the Brown name may have originated with a possible third wife of Francis, identified as Diodema Brown in WAB's descendancy chart.
